What to Wear on a Fishing Charter

Published water safety guidance contains one instruction that inverts what nearly every charter client does: dress for water temperature, not for air temperature. What is the actual rule?
Dress for the water, not the air.
National weather safety guidance states it directly as a preparedness instruction, alongside always wearing a life jacket in and around the water.
The reasoning it gives is that warm air does not always mean warm water in lakes, streams or oceans, and that even water temperature which may not sound very cold can be deadly.
It adds that warm air temperatures can create a false sense of security for boaters, which is exactly the mistake a client in a car park makes.
The published examples of dressing for water temperature are a wet suit, a dry suit, an immersion suit, a survival suit and exposure coveralls.
That guidance is published at the weather service's cold water hazards pages.
Almost nobody on a recreational charter is dressed to that standard, which is worth knowing rather than pretending otherwise.

Why does water temperature matter that much?
Because of what the first few minutes do.
The published description of cold shock records involuntary gasping, rapid breathing or hyperventilating on sudden immersion, occurring during the first two to three minutes or more.
That uncontrolled breathing alone can create a drowning emergency if water is inhaled, and the guidance notes the risk applies even to confident swimmers in calm water.
Cold water can also cause a sudden spike in heart rate and blood pressure, which the guidance says can cause heart failure and stroke for vulnerable people.
It further records an immediate panic, fear or stress reaction that impairs clear thinking and decision making.
None of that is about how tough somebody is, which is the useful part.

What happens after those minutes?
Loss of muscular control, then hypothermia.
The guidance describes physical incapacitation as a loss of muscular control in the arms, legs, hands and feet, with the impact felt within seconds of entering cold water.
Symptoms listed are weakness, exhaustion, and an inability to control fingers, hands, arms or legs, and the progressive loss makes self-rescue or staying afloat without assistance virtually impossible.
Hypothermia is then described as beginning when core body temperature drops to 95 degrees Fahrenheit, or 35 Celsius.
After escaping cold water, the instruction is to get into a warm, dry, protected environment as quickly as possible, because core temperature can continue to drop even out of the water.
That sequence explains why a spare set of dry clothes in a dry bag is not a comfort item.
It is the single most useful thing a client can bring and the thing they most reliably leave at home.
Why the air temperature misleads, in numbers. Take the two published examples. The guidance records that in parts of the Pacific Northwest ocean temperatures may stay in the sixties year round, and that in the waters around Annapolis, Maryland, temperatures may only be above 60 degrees Fahrenheit for five and a half months of the year. Now put a client in each. Somebody stepping onto a boat in the Pacific Northwest on an 80 degree August morning is dressed for 80 and is a metre away from water twenty degrees colder. Somebody in Chesapeake water in April is on water below 60 degrees for the other six and a half months of the year, regardless of what the forecast high says. In both cases the client dressed for the number on their phone, and the published instruction points at a different number entirely. That is the whole argument for the spare dry set, and it is why guides ask about the water rather than the weather. The two location figures and the instruction are quoted; the client scenarios are invented illustration.

How many layers, and what kind?
Several, loose, and never cotton next to the skin.
Occupational cold guidance for workers says to wear several layers of loose clothing for better insulation, rather than one thick one.
It adds a caution that is rarely mentioned: some clothing may restrict movement, which could be dangerous.
On a boat that matters, because a client who cannot reach, turn or brace properly is a different kind of risk from a cold one.
The published instruction is to protect the ears, face, hands and feet specifically, and to wear a hat, because hats reduce body heat escaping from the head.
Boots are to be waterproof and insulated.

What should be in the bag?
Spares of exactly the things that get wet.
The same guidance tells workers to carry extra socks, gloves, hat, jacket, clothes and blankets.
Socks and gloves are the two that reliably matter, because they are the two that get soaked first and the two nobody packs twice.
It also recommends including a thermometer and chemical hot packs in a first aid kit, which is worth relaying to any guide reading this rather than to a client.
One further published instruction is oddly specific and entirely relevant on a boat: avoid touching cold metal surfaces with bare skin.
Anybody who has handled a cleat, a gunwale rail or a cold reel seat on a January morning knows why it is in there.

What counts as cold?
Less than you think, and it depends where you are.
The published position is that what constitutes cold stress and its effects can vary across different areas of the country.
It states that in regions unaccustomed to winter weather, near freezing temperatures are considered factors for cold stress.
The named cold-related illnesses are hypothermia, frostbite, trench foot and chilblains, two of which are wet-and-cool problems rather than freezing ones.
Trench foot in particular is a boat problem, because it comes from prolonged wet and cool rather than from ice.
A client in wet socks for eight hours in fifty degree weather is inside that description, not outside it.
Which is why the spare socks matter more than the heavy coat.
What about the sun?
The published scale is simpler than the marketing.
Environmental guidance publishes an index scale conforming with international reporting guidelines set by the world health body.
At an index of 1 to 2, described as low, no protection is needed and you can safely stay outside using minimal sun protection.
At 3 to 7, described as moderate to high, protection is needed: seek shade during late morning through mid-afternoon, and when outside generously apply broad-spectrum sunscreen of SPF 15 or higher on exposed skin, and wear protective clothing, a wide-brimmed hat and sunglasses.
At 8 and above, described as very high to extreme, extra protection is needed with the same measures and particular care during those hours.

Is there a way to judge it without a forecast?
Yes, and it works on any boat.
The same guidance publishes a shadow rule as an easy way to tell how much exposure you are getting.
If your shadow is taller than you are, which happens in the early morning and late afternoon, your exposure is likely to be lower.
If your shadow is shorter than you are, which happens around midday, you are being exposed to higher levels, and the instruction is to seek shade and protect skin and eyes.
On a boat there is often no shade to seek, which is what makes the clothing and the hat the whole defence.
Water reflects, so exposure on a boat is worse than the same index on land, and the published rule is still the right check.
Telling a client to look at their shadow at eleven in the morning is more effective than any number.
What is the actual clothing list?
Six items, and two of them are for a day that goes wrong.
A long-sleeved synthetic or wool base layer, never cotton, because cotton holds water against the skin and stops insulating.
A loose insulating mid layer, or two thin ones rather than one thick one.
A wind and spray shell, hooded, that fits over the rest without restricting the arms.
A brimmed hat plus a warm hat, because those are two different jobs and both get done.
Sunglasses, polarised, which are eye protection before they are a fishing aid.
And a full spare set including socks in a dry bag, which is the item that turns a soaking into an inconvenience.

What should not come aboard?
Four things, and one of them is a favourite.
Cotton anything, including jeans and hooded sweatshirts, which are the two most common items clients arrive in.
New boots, because a full day standing on a wet deck in unbroken footwear ends badly.
Anything that restricts reaching or turning, following the published caution about clothing that restricts movement.
And a single enormous bag, because deck space is finite and everything you bring has to live somewhere.

Does the water type change the answer?
Substantially, and clients rarely ask.
A wading trip on a trout river puts you in the water by design, so the water temperature instruction is not hypothetical for any part of the day.
An inshore skiff keeps you dry most of the time and exposes you to sun and wind for eight hours without shade.
An offshore run adds spray, a longer commitment and no realistic option to go back for a forgotten layer.
A drift boat sits between them, with the rower generating heat and the clients sitting still, which is why the same clothing feels different at each end of the boat.
Ask which of those the day is before packing for it, because the answers differ more than the weather does.

What do experienced clients do?
They pack for the worst hour, not the average day.
Every day on the water has one hour that is colder, wetter or brighter than the rest, and it usually arrives when you are furthest from the truck.
Somebody who has done this a few times packs for that hour and carries the rest unused, which costs a small bag and nothing else.
They also arrive dressed slightly too warm, because taking a layer off is easy and finding one is not.
They keep the dry bag closed rather than treating it as general storage, so the spares stay spare.
And they ask the captain what the water is doing rather than reading the air forecast, which is the published instruction restated.

What should a guide send in advance?
A list, not a paragraph.
The clothing question is the single most common one clients ask and the one most operations answer badly, usually with a sentence about dressing in layers.
A numbered list of six items, plus the water temperature for that week and the words dress for the water rather than the air, does more than any amount of prose.
Adding what the boat provides, meaning shade, a head, drinking water and any spare rain gear, prevents both over-packing and under-packing.
Saying plainly whether the trip involves getting into the water at all removes a whole category of surprise.
Sending it at booking rather than the night before gives people time to buy or borrow.

What does the boat usually provide?
Less clothing than clients assume, and more of everything else.
Most operations carry spare rain gear in a couple of sizes, and that is generally the extent of the clothing available.
What they do carry is drinking water, some shade on larger boats, and often a spare hat, none of which replaces a base layer.
Rain gear over cotton keeps the rain out and keeps the sweat in, which is the version of this problem that catches people out on warm wet days.
Ask before the trip rather than assuming, because the answer varies enormously between a skiff and a downeast boat.
Anything the boat does provide is generally sized for adults, so a child or a small adult should bring their own.
The published instruction about protecting ears, face, hands and feet applies to everybody aboard regardless of what the boat carries.

Does any of this change if the day gets cut short?
It changes who is comfortable while the decision gets made.
Trips end early for weather more often than clients expect, and the run back is usually the coldest and wettest part of the day.
A party that is properly dressed can take that run without anybody being miserable, which makes the decision to turn back easier for everybody.
A party in cotton makes the same decision into an ordeal, and captains delay it as a result.
That is a real safety consequence of a clothing choice, and it is the argument for the spare set that clients actually understand.

What surprises people?

Bringing no spare socks, when wet feet for eight hours sit inside the published description of a cold-related illness.
Wearing so much that reaching and turning become awkward, against the published caution about restricted movement.
And treating sun as a summer problem, when the published scale and the shadow rule apply on any bright day of the year.
All five are prevented by one message sent at booking.
Dressing for the day, in order
Water first, layers second, spares third.
Ask the water temperature, not the air temperature, and dress to the published instruction as far as the trip allows.
Build several loose layers rather than one thick one, with nothing cotton against the skin.
Protect ears, face, hands and feet deliberately, and wear a hat.
Choose waterproof insulated boots that are already broken in.
Carry a full spare set including socks in a dry bag, and keep it closed.
Take a brimmed hat, polarised sunglasses and broad-spectrum sunscreen regardless of season, and use the shadow rule at midday.
