The fish most visitors fly here to catch is not managed by the Alaska Department of Fish and Game at all, and the rivers keep a thermal clock that no printed calendar tracks. Does the state set the whole season?
No, and it says so itself.
On its own sport fishing information page, the Alaska Department of Fish and Game tells visitors that if they are planning to target Pacific halibut it is important to note that the department does not manage halibut, and directs them to the National Oceanic and Atmospheric Administration instead.
That is an unusual thing for a state wildlife agency to put in writing, and it is the first thing a visitor should absorb.
The single most-booked saltwater target in Alaska sits outside the state's authority.
Anybody planning a trip by reading one agency's page is reading half the rules.
Confirm the current requirements for whichever fishery you intend to book with the agency that actually governs it, before you pay for anything.
So who does set the halibut season?
A commission that has been running since 1923.
Since that year the United States and Canada have coordinated Pacific halibut management through a bilateral body, the International Pacific Halibut Commission.
Using the latest scientific information on abundance and potential yield, that commission establishes catch limits annually for fisheries in both countries' waters.
It also sets the dates for the commercial fishing season, which usually spans from March to November and is closed the rest of the year, when Pacific halibut spawn.
NOAA Fisheries, working with the North Pacific and Pacific Fishery Management Councils, allocates the allowable catch among harvesters in the United States fisheries.
The North Pacific Fishery Management Council allocates those limits among users off Alaska and develops the regulations, and NOAA Fisheries implements and enforces them.
None of that produces a date a traveller can look up a year ahead with confidence, which is the practical point.

What does that mean for a charter booking?
Your operator holds a federal permit, and it is limited entry.
NOAA Fisheries records that recreational charter vessels are required to hold a permit from it off Alaska, under limited entry, and off the United States West Coast under open access.
That is a meaningful distinction for a visitor: off Alaska, the number of charter permits is capped rather than open to anyone who buys a boat.
The agency also records that in Alaska the recreational fishery is managed under daily bag and possession limits, with the charter fishery carrying more restrictive rules than the unguided recreational fishery in some areas.
So two boats fishing the same water on the same day can be under different limits depending on whether one of them is guided.
That is the opposite of what most travellers assume, and it is worth asking about before booking.

Why is the fish itself on a seasonal clock?
Because it moves twice a year, by depth.
Adult Pacific halibut migrate seasonally from shallow summer feeding grounds to deeper winter spawning grounds.
Spawning happens in winter in deep water along the continental slope, mainly in the Bering Sea, the Aleutian Islands, the Gulf of Alaska and south to British Columbia.
Depending on size, a female can produce between 500,000 and 4 million eggs, released in batches over several days, and the eggs hatch after twelve to twenty days depending on water temperature.
The larvae float near the surface for about six months before settling to the bottom in shallow water.
Read that sequence and the March-to-November commercial window stops looking arbitrary: the closure sits on the spawn.
A season built around a fish's own calendar is a much better thing to plan against than one built around a holiday weekend.
Where are the fish, and how big does this get?
Overwhelmingly here, and larger than people expect.
Pacific halibut are found in coastal waters from Santa Barbara, California to Nome, Alaska, and are most common in the central Gulf of Alaska, particularly near Kodiak Island.
About 2 percent of the fishable population sits off Washington, Oregon and California, about 15 percent off British Columbia, and the remainder off Alaska.
In 2024 commercial landings totalled approximately 20 million pounds, valued at $78 million, and approximately 95 percent of that harvest was landed in Alaska.
The largest fish, sometimes called barn doors, can reach more than 8 feet in length and more than 5 feet in width.
The oldest halibut on record was 55 years old, though fish over thirty are rare.
Those are the numbers that explain why the management is this elaborate and why the permit is capped.
What were the rivers actually doing?
Running seven degrees apart on the same morning.
USGS station 15258000, on the Kenai River at Cooper Landing, put the water at 7.0 degrees Celsius shortly before midday on 27 July 2026, with the gauge standing at 12.00 feet on a flow of 9,420 cubic feet per second.
Fifteen minutes earlier, the Anchor River near Anchor Point was at 9.1 degrees, its gauge standing at 1.02 feet.
Across the Gulf at Yakutat, the Situk was warmer again at 13.7 degrees, moving 195 cubic feet each second.
Three Alaskan rivers, one late-July morning, and nearly seven degrees between the coldest and the warmest.
No month name distinguishes those three places, and the temperature does.
Why is the Kenai the cold one?
Scale and where the water comes from.
The Cooper Landing gauge has 643 square miles of catchment behind it and sits 426 feet above datum.
Yakutat's Situk gauge answers for 35.5 square miles from 89 feet up, and the Anchor River station for 134 square miles from 159.5 feet.
A large, high, glacier-fed catchment behaves nothing like a small coastal one in July, and the gauges show it without anybody having to argue about it.
The Kenai was also moving roughly forty-eight times the water the Situk was that morning.
Volume and source together are why one river can be at wader-numbing temperature while another a few hundred miles away sits in the low teens.
For a visitor, this is the single most useful planning habit in the state: read the specific gauge, in the week you travel, for the water you booked.
Does that change what you should pack?
More than the month does.
Seven degrees Celsius water is cold enough to matter to how long anybody stands in it, regardless of what the air is doing.
Alaska trips are commonly sold on a summer month, and a summer month here is not a description of water temperature.
Two anglers on the same week, one on the Kenai and one on the Situk, are dressing for different days.
The gauges are free, public and updated continuously, so there is no reason to guess.

What is the freshwater side actually governed by?
The state, and it publishes by area rather than by state.
Alaska's sport fishing material is organised around information by area, fish counts, boating and angler access, hatcheries and stocking, and guides and charters.
An angler looking for a single statewide freshwater calendar will not find one, because the state does not think in those terms.
It thinks in management areas, and the useful question is therefore which area your lodge or river sits in.
That is a genuinely different research task from looking up an opening day, and it is the one this state asks of you.
Verify the current area rules and any in-season changes with the department before you fish, because they are the only current source.

How does this compare with the states below?
The split of authority is the difference, not the fish.
Off Washington, Oregon and California, the Pacific Fishery Management Council allocates the non-Tribal catch limit among user groups and recommends regulations in line with the commission's.
Its catch sharing plan divides the fish among non-Tribal commercial fisheries, sport, and treaty Indian commercial and ceremonial-and-subsistence users.
NOAA Fisheries then works with those three states in season to monitor and manage the non-Tribal fisheries.
That is a different structure from Alaska's, over a small share of the same stock.

What does the stock assessment say?
That it is being fished at the recommended level.
According to the 2024 stock assessment, Pacific halibut is not overfished and is fished at the recommended level set by the International Pacific Halibut Commission.
The commission sets those limits at levels intended to secure the long-term welfare of the stock, and establishes a minimum size requirement for the commercial fishery to protect juvenile fish.
NOAA Fisheries also records that the fishing gears used to harvest Pacific halibut have minimal impacts on habitat.
A visitor does not need any of that to book a day, and it is the reason the day is bookable at all.
It also explains why the rules move: an annually reset limit is a rule that can change between the year you plan and the year you travel.
Which quota programmes shape the fleet?
Two, and both change who is on the water.
The individual fishing quota programme allocates the total allowable catch among fishing vessels and individual fishermen, so a holder can harvest their quota at a time of their choosing rather than racing for it.
NOAA Fisheries describes that flexibility as producing a safer, more efficient, more valuable and environmentally responsible fishery.
The community development quota programme allocates a percentage of the total allowable catch to eligible western Alaska villages, so they can participate and invest in Bering Sea and Aleutian Islands fisheries.
Neither programme governs your charter seat directly, and both shape the harbour you leave from.
Understanding that a commercial neighbour is not racing a clock explains a good deal about how an Alaskan port operates in July.
How long does it take to grow a fish that size?
Longer than most fisheries you have booked.
Male Pacific halibut reach sexual maturity at eight years old, and females are able to reproduce by the age of twelve.
Against an oldest recorded fish of fifty-five years, and with fish over thirty described as rare, that is a slow-turning population.
Which is why the commission attaches a minimum size requirement to the commercial fishery specifically to protect juveniles.
A twelve-year lag between hatching and first spawning is the reason management here is annual and cautious rather than set once and left.
It also puts the daily bag limit in a different light: the constraint is not this season's abundance, it is a decade of it.
For a visitor, the practical consequence is that the rules can tighten between the year you plan and the year you go.

What do they eat, and why should you care?
Because the forage is what your operator is really tracking.
Adults prey aggressively on a variety of groundfish, sculpins, sand lance, herring, octopus, crabs, clams and occasionally smaller halibut.
Larval fish feed on zooplankton, and juveniles eat small crustaceans and other organisms living on the seafloor.
Marine mammals and sharks sometimes eat Pacific halibut, though adults are rarely preyed on by other fish because of their size.
A predator with that range of prey is not following one bait run the way a salmon season does, which is part of why the fishery is not date-driven in the first place.
What it does follow is where the forage sits at a given depth and temperature, and that is local knowledge measured in seasons rather than read off a page.
It is also why two boats leaving the same harbour on the same morning can fish entirely different ground.
Why does the fish change shape at six months?
Because it starts life swimming like a salmon.
Halibut are born swimming upright with an eye on each side of the head, and by the time they are six months old one eye has migrated to the right side.
From then on the young fish swims sideways with both eyes on the top of its body.
The adult is a flat, diamond-shaped fish whose upper side is typically mottled gray to dark brown, which blends with sandy or muddy bottoms, over a typically white underside, with small scales buried in the skin.
Juveniles of an inch and larger live in shallow, near-shore waters off Alaska and British Columbia, and move to deeper water as they age.
That is not trivia when you are looking at a chart: the fishery you can reach from a small boat and the fishery that holds the barn doors are different depths of the same species.

What is a permitted operator actually being paid for?
The three-authority problem, in one conversation.
They hold the permit, so the federal side of your day is already handled before you arrive.
They know which state management area their water sits in and what changed in it this season.
They watch the gauge on their own river daily and have done for years, which is knowledge no published table contains.
They know whether the guided limit or the unguided limit applies where they fish.
And on a trip this expensive to reach, the cost of getting any one of those wrong is most of the trip.

If it is a river, find out which management area it sits in and read that area's material rather than a statewide summary.
Read the gauge for your specific water in the week you travel, and dress for the number rather than the month.
Book early, because a limited-entry fleet in a short season is the definition of a constrained supply.
Ask whether the guided or unguided limit applies where you will be fishing, and get the answer before you pay a deposit.
And check the current regulations and licence requirements with the department and with NOAA Fisheries yourself before the trip, because nothing above is current by the time you read it.

There is not a single date below or above, and in Alaska that is not an omission. The commercial halibut season quoted here is described by the federal agency as usually spanning March to November; usually is the agency's word, the limits are reset annually, and none of it is the recreational calendar anyway.
