Where is the cool water in a flat state?
Immediately below the reservoirs, and nowhere else.
At quarter to four on 27 July 2026 the East Fork Whitewater River at Brookville read 20.6 degrees Celsius, gauge on 2.78 feet, draining 380 square miles from 620.98 feet.
At the same minute the White River at Indianapolis read 27.9 degrees, moving 275 cubic feet per second from 1,635 square miles at 662.03 feet.
Salt Creek near Harrodsburg sat between them at 25.2 degrees, from 432 square miles at 479.67 feet.
Seven point three degrees separated the coldest and the warmest, across a state with barely 200 feet between the three gauge datums.
Elevation explains none of that, and the two cooler stations both sit below large impoundments.
In Indiana, cold water in July is something released rather than something the landscape provides.
Why is that a double-edged arrangement?
Because a warm, still, nutrient-rich lake is also where algae blooms.
The state's fishing section carries a standing page on blue-green algae, alongside its fish consumption advisory and its aquatic invasives material.
A reservoir that stratifies enough to release cold water from depth is, by construction, a warm and productive surface layer sitting on top of a cold one.
That is the same physical arrangement anglers value in the tailwater and public health agencies watch on the lake.
The practical version for a visitor: the tailwater below a lake and the lake itself can be very different propositions on the same day.
Check the current advisory status for any impoundment you plan to fish or swim in before you travel.
The state publishes it and does not require an account to read it.
What does 275 cubic feet per second from 1,635 square miles mean?
That the biggest river in the state capital was running very thin.
That works out at roughly 0.17 cubic feet per second for every square mile of catchment.
For comparison, an Idaho spring creek measured the same week was yielding about 1.4, or eight times as much per unit of ground.
A large agricultural basin in late July delivers very little water per square mile, and that is normal rather than alarming.
It does mean the river is at the shallow, warm end of its annual range and will respond quickly to rain.
An angler who reads only the drainage area of an Indiana river will badly overestimate what is actually flowing in it.

How does the state organise a fishing year?
Around a single annual guide and a long list of programmes.
Indiana's natural resources department publishes a 2026-2027 fishing guide as its central document.
Around it sit sections on where to fish, species, best practices, fisheries biologists, fish stocking, fish survey reports, fishing reports, Lake Michigan fishing, lake depth maps and status and trends survey results.
Its what-to-know list runs to aquatic invasives, blue-green algae, consumption advisory, lead effects on wildlife, ice fishing safety, netting and trapping rules, pond management and magnet fishing on state properties.
A department that has had to write a rule page about magnet fishing is a department paying attention to what people are actually doing on its water.
None of that list is a season table, and the guide is where the dates live.

What is the hatchery system doing?
Seven named facilities, one of them specifically for trout.
The department names Bodine, Cikana, Driftwood, East Fork, Fawn River and Mixsawbah state fish hatcheries, together with the Curtis Creek Trout Rearing Station.
A dedicated trout rearing station in a state with no natural coldwater habitat to speak of tells you the trout fishing here is manufactured, and openly so.
Its output goes into the tailwaters and the stocked lakes, which is why those are the waters worth planning around.
The department also publishes stocked city locations and an urban fishing programme.
Between them, those two put catchable fish inside driving distance of most of the state's population.
Working from the stocking material rather than from a map is what turns an unfamiliar state into a shortlist.
Which published documents actually help a visitor?
The survey reports, and almost nobody reads them.
The department publishes fish survey reports and status and trends fisheries survey results alongside its fishing reports and lake depth maps.
A survey report says what biologists actually caught in a water and at what sizes, which is a different and better class of information than an angling report.
Lake depth maps answer the structural question a visitor cannot answer from a bank.
Together they are close to a complete pre-trip briefing for a specific lake, at no cost.
The department also names fisheries biologists and publishes contact routes to them.
Choosing an operator gets much easier once you can describe the water you want in those terms.
Is Lake Michigan part of this state's fishing?
A small piece of shoreline, and its own section.
The department runs Lake Michigan fishing as a separate heading from its inland material, as its neighbours do.
That is the one Indiana water with genuine depth, thermal structure and a cold-water fishery independent of any dam.
It is also the one that requires a boat, a forecast and somebody who knows it.
For a visitor in July it is the alternative to the tailwaters rather than an addition to them.
Two very different days, and worth deciding between rather than attempting both badly.

Do these rivers share a forecast?
Not even close, and one is served from Ohio.
The National Weather Service point for the Brookville gauge returns office ILN, at grid 17 by 52, forecast zone INZ066, radar KILN.
The point for the White River at Indianapolis returns office IND, at grid 58 by 68, forecast zone INZ047, radar KIND.
ILN is the Wilmington office in Ohio, so an eastern Indiana river takes its forecast from across the state line.
Two rivers roughly seventy miles apart, two offices, two radars, two zones.
Pulling the zone for the access point you will actually stand at takes a single lookup.
It is worth doing in a state where summer storms are local and heavy.
What does a tailwater ask of an angler?
Attention to the release rather than to the sky.
Water below an impoundment changes because an operator changed something, not because it rained where you are standing.
A rising stage on that water is an access and safety question first and a fishing question second.
It also means the temperature stays put while the flow moves, which is the reverse of a rain-fed river.
An angler who transfers freestone habits onto a tailwater misreads both numbers.
Establishing whether there is storage upstream takes about ten seconds and changes how you read everything afterwards.
That habit carries into every state in this series with a dam in it.
What does a 17-foot gauge reading mean?
Nothing at all, until you know that station's own range.
Salt Creek near Harrodsburg was reading a stage of 17.04 feet while the White River at Indianapolis read 2.91 and the Brookville station read 2.78.
Those three numbers are not comparable with each other in any useful way, because each is measured against its own local datum.
A stage figure only means something set against what that same gauge normally reads at that time of year.
Streamflow is comparable between stations; stage is not, and confusing the two is the commonest misreading of a gauge page.
The station's own record sits beside the current number and takes a minute to scan.
Do that once for your water and the number becomes information rather than decoration.
Why does a flat state have a temperature spread at all?
Because two of these rivers are not really rivers.
Water drawn from the bottom of a deep impoundment enters the channel at whatever temperature that depth holds, and it holds it for some distance downstream.
How far it holds depends on how much water is released, how fast it travels and how much sun the channel gets.
That is why the cool stretch below a dam has a length as well as a temperature, and why the fishing thins out as you go down it.
A visitor who books the bottom of that stretch on a hot week gets a different day from one who books the top.
Local operators know where that boundary sits this week, and it moves.
It is the single most useful thing anybody can tell you about tailwater fishing in a flat state.
What are the survey reports actually good for?
Setting expectations before you spend a day.
A biologist's survey lists what was caught, at what size, in what numbers, using standard gear.
That answers questions an angling report cannot: whether a lake holds fish of the size you want, and whether the population is thick or thin.
It also tells you what else is in there, which matters when the target species is not cooperating.
Reading two or three of those for candidate waters before committing is perhaps twenty minutes of work.

Doing it is the closest thing to an edge available to a visitor planning from a distance.
Does urban water deserve a look?
More than its reputation, and the state is stocking it.
Indiana publishes stocked city locations and runs an urban fishing programme alongside its wider stocking work.
A stocked urban water close to where you are staying removes travel time from an evening and works for a short session.
It is also the sensible option when the reservoirs are under an advisory or the rivers have gone warm.
Nobody plans a trip around it and it rescues a fair number of afternoons.

Where does a hired day earn its money here?
On the reservoirs and on Lake Michigan.
A large impoundment hides its structure completely, and the depth maps only get a visitor part of the way.
Somebody who fishes one all season knows where the fish sit at the current temperature and level, which no published document contains.
The rivers make a thinner case for hiring: you can read them from the bank, and the access is already mapped.

How should a fixed summer week be built?
One tailwater, one reservoir, one fallback.
The tailwater covers the hot afternoons, because its temperature does not care what the air is doing.
The reservoir covers the mornings and evenings and gives a different kind of fishing.
The fallback should be a warm-water river target rather than another attempt at the same thing.
That shape survives a heatwave, a thunderstorm and an algae advisory, which is more than most plans manage.
It also keeps the driving inside one region, which matters more in Indiana than its size suggests.

What happens when the reservoir is off limits?

An advisory that applies to a lake surface does not automatically apply to the river a mile downstream of the outlet.

The consequence is always the same: anything written about the rules ages within a year, including everything on this page.

Read the fish survey report and depth map for the specific water rather than a general fishing report.
Check the blue-green algae position and the consumption advisory for any impoundment on the plan.
Read the gauge, treating a tailwater's stage as an access question and a river's as a condition question.
Because the offices change across this state, take the forecast from the zone your ramp sits in.
Hire for the water that hides its structure and self-guide the water that does not.
