Fishing Seasons in North Carolina: A Trip-Planning Guide

North Carolina's coldest water on 27 July 2026 was not in the mountains. The Catawba River near Pleasant Gardens, running free at 1,233.81 feet, read 25.4 degrees Celsius. Ten miles downstream and 177 feet lower, immediately below Lake James, the same river read 11.4. Fourteen degrees colder, at a lower elevation, carrying sixteen times the water. That cold came out of the bottom of a reservoir rather than off a mountain, and sixty miles further down, below the next dam in the chain, it was gone again. Knowing which reaches are manufactured and which are natural is most of what planning a summer trip here means. The state-by-state series asks the same of the rest of the country.

Fourteen degrees across ten miles, in the wrong direction
25.4 °C above Lake James, 11.4 °C below it.
The free-flowing station near Pleasant Gardens drains 126 square miles at 1,233.81 feet and was carrying 185 cubic feet per second. The station below Lake James drains 386.26 square miles at 1,056.68 feet and was carrying 3,000.
Three times the catchment, sixteen times the flow, 177 feet lower, and fourteen degrees Celsius colder. Nothing about elevation, latitude or catchment size explains that, and nothing needs to: the water below the reservoir is being drawn from deep in it, where the summer sun never reaches.
Eleven point four degrees is 52.5 Fahrenheit. That is Rocky Mountain water, in the North Carolina piedmont, in the last week of July, and it exists because of an outlet works rather than because of geography.
The cold does not survive the next dam
Below Lookout Shoals Dam, sixty miles on, the same river read 26.4 °C.
That station drains 1,450 square miles at 747.60 feet and reported a gauge height of 12.91 feet. Its water temperature was 26.4 degrees, which is fifteen degrees warmer than the reach below Lake James and a degree warmer than the free-flowing river above the whole chain.
So the manufactured cold is a local effect with a limited reach. A deep release cools a stretch of river; the next impoundment down warms across its surface and releases something quite different, and the further you get from the source of the cold water the less of it remains.
For a visitor the operational conclusion is narrow and specific: on a dammed river, the question is not which river or even which dam, but how far below a particular outlet you intend to stand. That is a level of precision no season table reaches, and it is the sort of thing local knowledge is actually for, which is what going with somebody versus going alone weighs up.
Three thousand cubic feet per second is a release, not a rainfall
The station below Lake James was moving sixteen times the flow of the river above it.
A catchment three times larger does not carry sixteen times the water in late July. What produces a number like 3,000 cubic feet per second in that position is a reservoir letting water out.
That has two consequences a visitor should hold together. The first is that the cold water and the high flow arrive at the same time and for the same reason, so a reach can be perfectly cold and completely unwadeable simultaneously. The second is that both can stop.
Release schedules are operating decisions rather than weather outcomes, and a stretch that was 11.4 degrees and 3,000 cubic feet per second on a Monday can be something else entirely on a Tuesday. Reading the gauge the evening before is not optional on water like this.
Five classifications, and they are posted on signs at the water
North Carolina sorts its public mountain trout water into five managed categories.
The commission lists them as hatchery supported, delayed harvest, wild trout waters, catch and release with artificial flies and lures only, and special trout regulation. Each has its own season, its own tackle rules and its own limits, and the classification for a given stretch is displayed on signs along it.
Hatchery supported water is closed from 1 March through the first Friday in April, then opens at 7:00 a.m. on the first Saturday in April and runs to 28 February, with no bait restrictions, no minimum length and a seven-trout daily limit. The commission adds that power reservoirs and city water supply reservoirs designated as trout waters have no closed season at all.
Wild trout waters are open year-round but restricted to artificial lures with a single hook, with four fish a day at a minimum of seven inches, and it is unlawful to have natural bait on your person while fishing there. Catch and release water is year-round with no harvest and artificial flies and lures only. Special regulation is the commission's mechanism for unique fisheries that fit none of the other four, with the rules printed on each water's own signs.
The delayed harvest calendar has a half-day inside it
On one Saturday in June the water is closed until six, then reserved for under-16s until noon.
Delayed harvest is the most intricately scheduled classification in this series so far. From 1 October to half an hour after sunset on the Friday before the first Saturday in June, no trout may be harvested or possessed, only artificial lures with one single hook may be used, and natural bait may not be carried.
Then the water closes completely, from half an hour after sunset that Friday until 6:00 a.m. the following morning. From 6:00 a.m. to noon on that Saturday, only anglers under the age of sixteen may fish, with no bait restrictions and a seven-fish limit. From noon that day until 30 September it is open to everyone on the same terms.
That is a season measured in hours rather than months, and it exists to give young anglers first access to water that has been protected for eight months. A visitor who turns up on the wrong Saturday morning will find a river they cannot legally fish and a good reason for it. Check the current digest before you travel, because the exact dates move with the calendar every year.
The hatchery behind most of the stocking is being rebuilt
Setzer produces over 75 per cent of the agency's stocked trout and closes for renovation from 2026.
The commission states that the Bobby N. Setzer State Fish Hatchery will undergo a major renovation beginning in 2026, that Setzer produces over 75 per cent of the trout for the agency's stocking programme, and that there will be a reduction in trout stockings during the 2026 and 2027 seasons and potentially into 2028.
That is a specific, dated and material fact for anybody planning a North Carolina trout trip in the next three years, and it applies most directly to the hatchery supported and delayed harvest classifications, which are the ones stocking sustains.
It applies least to wild trout waters, which are self-sustaining by definition. If the next couple of seasons are the window you are working with, that distinction is worth building the trip around, and it argues for the higher, smaller streams over the heavily stocked reaches.
Two sensors on this page were not reporting
One returned a value from January and one returned the survey's no-data code.
The station below Lookout Shoals Dam gave a live water temperature and a live gauge height, and its most recent streamflow value was dated 8 January 2026, more than six months old. The Cape Fear at Lillington gave a live flow of 2,680 cubic feet per second and a live stage of 3.53 feet, and its temperature came back as minus 999999, the survey's code for no data, dated October 2024.
That second one is worth dwelling on, because minus 999999 is a number. It will pass any check that only asks whether a value exists, and on a chart it will plot. Only reading it, or checking the date attached to it, catches it.
Between them, four of the five water bodies in this article had at least one sensor that could have been quoted and should not have been. That ratio is normal rather than exceptional, which is the argument for checking every value individually.
The coast was warmer than the air above it
Wilmington read 85.8 °F in the water and 84.4 °F in the air.
Converted, Wilmington's 85.8 Fahrenheit is 29.9 Celsius, which puts the estuary eighteen and a half degrees above the reach below Lake James and four and a half above the free-flowing mountain river.
Water sitting warmer than the air over it means the water is now releasing heat rather than absorbing it, which is the late-summer condition rather than the early one. It also means salt water offers a visitor no relief at all from a hot week here, which is worth knowing before a plan is built around driving to the coast to cool off.
What the coast does offer is a completely different set of species and a fishery driven by tide and by migration rather than by temperature. It is a separate decision rather than a fallback, and timing an inshore booking works through how to make it.
So what is a season in North Carolina?
One of five classifications, plus whatever a dam did this morning.
On the regulatory side the answer is genuinely precise: five categories, each with dates, tackle rules and limits, posted on signs at the water. That is more structure than most states offer and it is easy to read once you know it exists.
On the physical side the answer is much less stable. Fourteen degrees separated two points on one river ten miles apart, and the difference was an outlet works. Whatever the classification says, the reach in front of you is whatever the reservoir above it is doing.
A visitor needs both halves. The classification tells you what is legal; the gauge tells you whether it is worth doing. Reading one without the other is how people end up standing beside a river that is legally open and physically hopeless.
What regulars here do with a dammed river
They fish the tailwater in summer and the freestone streams in the shoulders.
Somebody who fishes this system through the year uses the reservoir releases when the air is at its worst, because 11.4 degrees in late July is not available any other way, and switches to the natural streams when the whole state is comfortable.
They also read the release rather than the forecast. A tailwater's fishable window is defined by when water is and is not being let out, and that schedule has nothing to do with weather. In practice that means checking the gauge in the evening for the following morning, every time.
And they know how far the cold reaches below each outlet, which is unpublished, varies with the release, and is the single most useful piece of local knowledge on a river like this. Finding somebody who has it is covered in how to vet an outfit.
What visitors get wrong about this state
They look for cold water uphill, and North Carolina keeps it behind a dam.
The mountain instinct is reasonable and on this afternoon it was wrong by fourteen degrees. The free-flowing river high in the drainage was the warmer of the two, and the cold water was lower down and downstream of an outlet.
The second error is treating the five classifications as bureaucratic detail. They change the tackle you may legally carry, whether you may have bait on your person, and in the delayed harvest case whether you may fish at all on a specific morning. They are the rules, not a summary of them.
The third is planning a 2026 or 2027 trip around stocked water without knowing about the hatchery renovation. The commission has published that reduction plainly and it is exactly the sort of thing a visitor never thinks to look for. Building a week around a release schedule
Base near a tailwater, keep a wild-trout stream as the alternative.
For a July trip, the tailwater is the anchor, because it is the only reliably cold water in the state at that time of year. Base within reach of one and check its release schedule daily.
Keep a wild trout stream in reserve for the days when the release is wrong, whether that means too much water or none. Those streams are smaller, warmer and self-sustaining, and the renovation at Setzer does not touch them.
In the shoulder months the priority inverts. The freestone water is comfortable, the crowds are smaller, and the tailwater becomes the fallback rather than the plan. Timing the booking is worth deciding deliberately rather than defaulting to summer.
Three things to look up before driving
The classification of your stretch, the release at your dam, and the timestamp on every reading.
The classification first, because it determines whether your tackle is legal and whether the water is open at all on the morning you plan to arrive. The signs at the water carry it and the digest carries it.
The release second, because on a dammed river it decides both the temperature and whether the reach is wadeable. It is published and it changes daily.

The states next door that manage the same mountains
Each of the three neighbours solves the coldwater problem a different way.
West, Tennessee shares the southern Appalachians and has an even larger network of reservoir releases, which makes it the closest structural comparison to what happens on the Catawba.
North, Virginia has more elevation and relies less on manufactured cold water. South, South Carolina receives the Catawba after it has passed through the whole chain, which makes it the downstream half of this article's story.

The five classifications are described above and not reproduced. Their exact dates shift with the calendar every year, their limits are the commission's to state, and the sign at the water is the authority for the stretch you are standing on.
Nothing here covers licence costs, the coastal harvest reporting requirements, or the rules that apply in joint and coastal waters, all of which are administered separately and none of which four inland gauges can speak to.
Two values that came back from the survey are marked rather than quoted: a streamflow stamped 8 January 2026 and a water temperature returned as minus 999999, the no-data code, stamped October 2024. Both would have plotted on a chart without complaint.
The fourteen-degree gap on the Catawba describes two stations on one afternoon. Release schedules change daily, and the same two stations on another day could show almost anything.
