The gauge on the Cumberland River below Cordell Hull Dam published a stage of 450.31 feet on 27 July 2026. That is not a flood. It is the water surface measured against sea level, because the survey has established no local reference for that station and records its altitude as 0.00. The same gauge publishes no streamflow at all. Twenty miles down at Old Hickory Dam the tailwater station has been dark since November 2018. Tennessee's most heavily fished water sits behind the least legible data anywhere in this series, and knowing that changes where a visitor looks. Every state gets the same reading in the seasons series.

A stage of 450 feet, and why it is not a flood

The station's altitude is recorded as 0.00, so its gauge height is an elevation.

Every other station in this series reports a stage of a few feet, because it is measured upward from a zero point somebody set when the gauge was installed. This one reports 450.31 feet, and the reason is that no such local zero exists in the record.

What the number describes is the height of the water surface above sea level. It is a perfectly good measurement and it is answering a different question from the one a two-foot stage answers elsewhere.

This is the clearest possible illustration of a rule this series has repeated in almost every state. Gauge height is not comparable between stations. Here two stations on the same river, twenty miles apart, would report 450.31 and 19.09, and neither number tells you anything about the other.

Neither Cumberland station publishes a flow

Both sit immediately below dams, and both decline the discharge figure.

The Cordell Hull station drains 8,095 square miles and the Old Hickory station 11,673. Those are large catchments on a major river, and neither returns a streamflow value.

The reason is the same one this series has found below controlled releases elsewhere. Converting a water level into a discharge requires a stable relationship between the two, and immediately downstream of a dam that relationship depends on what the gates and turbines are doing rather than on the shape of the channel.

So the survey publishes what it can stand behind and leaves out what it cannot. On these reaches the number a visitor actually needs is the generation schedule, not the gauge, and the state agrees: its own fishing page links directly to lake levels and generation schedules from the Army Corps of Engineers and the Tennessee Valley Authority. Whether that argues for hiring somebody who reads those daily is the question what a hired day actually buys takes on.

The state tells you to go and read the dam schedule

Under a heading of its own, the agency links to lake levels and generation schedules for Tennessee dams, to the Army Corps of Engineers, to the Tennessee Valley Authority, to a TVA fishing conditions service for mobile devices, to the survey's flow conditions and to local weather.

That is a fisheries agency saying, in effect, that the fishable condition of much of its best water is set by two federal power and navigation authorities and that anglers should read their schedules directly.

It is also an unusually honest piece of signposting. A state that publishes a season table and stops would leave a visitor with no way of knowing that the river below a dam changes depth twice a day on somebody else's timetable.

Two dark sensors, one going back to 2014

Old Hickory's tailwater station last reported in November 2018; the Harpeth's temperature in October 2014.

The Old Hickory tailwater station returns a water temperature of 15.7 degrees Celsius and a stage of 19.09 feet, both stamped 1 November 2018. That is not a dead sensor alongside live ones; the whole station's returned values are eight years old.

The Harpeth at Franklin is the more familiar pattern: a live streamflow of 131 cubic feet per second and a live stage of 4.19 feet, alongside a water temperature stamped 29 October 2014.

Between them, three of the four Tennessee stations sampled here returned at least one value that would have been badly wrong to quote. The date attached to each individual reading is the only thing that distinguishes them, and it is worth checking every time.

What the two live readings actually said

22.1 °C below a dam, 28.2 °C on the plateau.

The Cordell Hull tailwater read 22.1 degrees Celsius, which is 71.8 Fahrenheit. That is cool but not cold, and it is a long way from the eleven degrees this series measured below a deep release in North Carolina. The size of a tailwater's cooling depends on the reservoir above it and where the outlet draws from, and this one is a moderate example.

Clear Fork near Robbins, on the Cumberland Plateau at 1,081.17 feet, read 28.2 degrees while carrying 78.4 cubic feet per second off 272 square miles. Its yield of about 0.29 is healthy for late July, and the temperature is what an exposed plateau stream does in the last week of the month.

So the tailwater was six degrees cooler than the freestone stream despite sitting lower, which is the pattern across the whole southeast: in high summer the cold water is manufactured, and the natural streams are not the refuge people assume.

The state is asking anglers not to move a fish

Alabama Bass hybridise with smallmouth, and the agency says the result cannot be reversed.

The department carries a direct request on its fishing page: do not move bass. It states that the movement and illegal stocking of Alabama Bass outside their native range has caused serious problems across the southeast, that they prey on, hybridise with and outcompete other bass species, and that high hybridisation rates will eventually produce a population without any genetically pure smallmouth bass. Once that happens, it says, it can never be reversed.

It names the waters. Displacement of largemouth has been documented in Parksville Reservoir, one of the first Tennessee sites where Alabama Bass were found outside their range, and hybridisation with smallmouth has been documented in Watts Bar, Fort Loudoun and Tellico reservoirs.

The legal position is unambiguous and worth knowing before you carry a live fish anywhere: it is illegal to intentionally release live fish into any public water in Tennessee away from which they were harvested. The agency also notes that Alabama Bass are very difficult to distinguish from spotted bass, which is precisely how the problem spreads. Rules of this kind get revised, so read the current regulations for the water you are fishing.

Four regions, and one of them is a plateau

West, Middle, Cumberland Plateau and East, each with its own regional office.

Most states in this series divide themselves by compass points or by watershed. Tennessee names one of its four regions after a landform, with an office at Crossville, alongside West at Jackson, Middle at Nashville and East at Morristown.

That naming reflects something real. The Cumberland Plateau is a distinct hydrological world sitting above the valleys on either side, and Clear Fork near Robbins, at 1,081 feet, is the kind of water it holds.

For planning purposes the state is genuinely four trips rather than one. A visitor who picks a region and stays inside it will fish more and drive less, and the regional office is the point of contact for anything specific to that water.

A free fishing day, and a free week for children

Saturday 12 June 2027, with under-16s free through 18 June.

The department publishes the Bobby Wilson free fishing day and week well in advance: everyone can fish Tennessee's public waters without a licence on that Saturday, and children fifteen and under can fish free for the whole week that follows.

It applies to public waters, agency-owned lakes and state park facilities, and the department notes that some private pay lakes may still charge, so it is worth checking with the operator.

For a family trip that is a genuine planning input, published more than a year ahead, and it is the sort of thing that never appears in a general article about a state. If the trip involves children, the article on fishing with children covers the rest of the practical side.

Where the money comes from, and what it builds

An excise tax on tackle and a tax on marine fuel, spent on access and habitat.

The agency explains that its fisheries programmes are funded by licence sales and by federal aid generated through an excise tax anglers pay on fishing equipment and taxes collected on marine fuel, administered by the US Fish and Wildlife Service.

It then lists what that money currently builds: hatchery operation, fishing piers designed for anglers with disabilities, renovation and construction of boat ramps, acquisition of stream access sites, evaluation of length limits and stocking success on reservoirs, stream habitat improvement, statewide construction and maintenance of fish attractors, habitat protection including pollution investigation, and fish population surveys.

Two of those matter directly to a visitor. Stream access sites are being bought, which is why access here is better than the land ownership pattern would suggest, and fish attractors are being built and maintained statewide, which means structure on the big reservoirs is often documented rather than secret.

Two forecast offices, split east and west

Nashville covers the Cumberland; Morristown covers the plateau station.

The national forecast service places the Cordell Hull gauge in grid square 80 by 64, forecast zone TNZ030, referenced to Carthage, under the Nashville office with KOHX. Clear Fork near Robbins falls in grid 44 by 68, zone TNZ012, referenced to Robbins itself, under the Morristown office with KMRX.

Tennessee is long and narrow, so a state-level forecast is close to useless and the office boundaries matter. A visitor driving from Nashville to the plateau crosses into different products partway.

Neither office forecasts what a dam will release. That remains the single most important variable on the Cumberland and it lives entirely outside the weather system.

Six hundred miles wide, and the water changes with it

The plateau station sits 700 feet above the Harpeth and 1,081 above sea level.

Clear Fork near Robbins is at 1,081.17 feet on the Cumberland Plateau. The Harpeth at Franklin, in the Nashville basin, is at 604.54. Those two are barely a hundred and fifty miles apart and they belong to different worlds hydrologically.

The Harpeth was carrying 131 cubic feet per second off 192 square miles, a yield of about 0.68, which is high for late July anywhere and reflects the limestone country it runs through. Clear Fork managed about 0.29 off a larger catchment on sandstone.

Neither of those is the more productive fishery in any simple sense; they are different rivers with different chemistry, different species and different summers. What the numbers do establish is that a plan built for one will not transfer to the other, and that the state's four-region structure exists for a reason.

A tailwater is a schedule, not a place

A reach can be wadeable at nine and dangerous by eleven.

On a free-flowing river the condition a visitor finds is the accumulated result of the last few weeks of weather. On a tailwater it is the result of a decision taken that morning about electricity demand or navigation.

That difference is not a detail. It changes what "checking conditions" means, it changes how far ahead a day can be planned, and it means two anglers standing on the same bank six hours apart can have entirely different experiences of the same river.

It also explains why both Cumberland stations publish a temperature and a level but no flow. The survey is telling you that on this reach the discharge is not a property of the river; it is an output of an operating decision, and the authority that made it publishes its own schedule.

So what does a season mean in Tennessee?

A generation schedule on the big rivers and a stocking report everywhere else.

On the tailwaters, which is where a great deal of the state's best fishing sits, the operative document is the dam generation schedule. It sets the depth, the flow and the temperature, and it changes daily.

Away from the dams, the state publishes a trout fishing forecast and a warmwater stocking report, both of which describe what is in the water now rather than what is legal in principle.

The dated seasons exist and matter legally, and they are the third document rather than the first. A visitor who reads only the season table on a tailwater has read the least relevant of the three.

What people here do about a river that changes twice a day

They plan the day around generation, not around sunrise.

Somebody who fishes a Tennessee tailwater regularly checks the generation schedule the night before and builds the day around the window when the water is where they want it. Wading is possible at some flows and lethal at others, and the change can be fast.

They also know which reaches hold the cold longest below each dam, which is unpublished and varies with the release, and they know which reservoirs the Alabama Bass problem has already reached.

On the plateau and the smaller streams they fish early and accept that late July is not the season. Choosing an operation covers finding somebody who works one of those systems properly.

What catches visitors out here

A gauge that reads 450 feet, and a river that is a different depth by lunchtime.

The stage figure is a curiosity; the missing streamflow is the practical problem. A visitor who tries to plan a tailwater day from the survey's data will find the number they want is not published, and will not immediately understand why.

The second is the daily change. On a free-flowing river, conditions move over days. On a tailwater they move over hours, on a schedule set for electricity and navigation.

The third is assuming the natural streams are the cool option. At 28.2 degrees on the plateau against 22.1 below a dam, the manufactured water was six degrees cooler on the same day. The timing article covers arranging a trip against that.

Choosing one of the four Tennessees

Pick a region, then pick tailwater or reservoir or stream.

The state is six hundred miles wide and its four regions are genuinely different. Choose one and stay in it; the driving between them will otherwise eat the week.

Inside a region, decide between a tailwater, a big reservoir and a freestone stream, because those three run on a generation schedule, a stocking and survey record, and rainfall respectively.

The three states that share these rivers

The Cumberland and the Tennessee both cross state lines twice.

North, Kentucky shares the Cumberland River and the reservoirs on it, and the same federal authorities set the releases on both sides of the line.

East, North Carolina shares the southern Appalachians and offers the sharpest contrast in how much a dam can cool a river. South, Georgia shares both the mountains and the Alabama Bass problem.

Season dates, creel and length limits, licence costs and the specific rules for individual reservoirs are all the agency's to publish and none appear here. On a tailwater the season table is the third most useful document, behind the generation schedule and the stocking report.

The free fishing day and week are quoted as published for June 2027 to show that the agency plans that far ahead. Confirm the exact dates and what they cover before relying on them.

Three of the four stations sampled returned at least one value that is not quoted above: a temperature and stage both stamped 1 November 2018 at Old Hickory, and a temperature stamped 29 October 2014 at Franklin. Neither Cumberland station publishes a streamflow at all.
