The Frio River at Concan drains 389 square miles. The Blanco River near Kyle drains 391. Those two catchments are matched to within half a per cent, and on the evening of 27 July 2026 the Frio was carrying 643 cubic feet per second while the Blanco carried 33.5. Nineteen times apart, in the same state, on the same day, off the same amount of ground. The reason is the limestone underneath: the same aquifer that gives water to one river takes it from the other. Texas asks a visitor two questions in order, and that is the first. The second is whether you may legally stand in the water once you have found it. Every state gets the same reading in the seasons series.

Two matched catchments, nineteen times apart

The Frio yielded 1.65 cubic feet per second per square mile. The Blanco yielded 0.086.

Matched catchments are the most useful comparison available in this work, because catchment size normally dominates everything else. Here it is held constant to within two square miles out of nearly four hundred, which leaves geology and position as the variables.

The Frio at Concan sits at 1,203.54 feet on the western edge of the Hill Country, in the zone where the Edwards limestone gives water back to the surface through springs. The Blanco near Kyle sits at 673.74 feet, downstream of the reach where the same limestone takes water in.

So one river is a gaining reach and the other is a losing reach, and the aquifer is on both sides of the transaction. That is the single most important thing to understand about Hill Country rivers, and it explains why two streams that look identical on a map can be a swimming river and a series of disconnected pools in the same week.

A losing river is not a drought story

Thirty-three cubic feet per second off 391 square miles is normal for that reach, not a failure.

It would be easy to read the Blanco's figure as evidence of a dry summer, and dry summers certainly make it worse. But a losing reach loses water to the ground in wet years too. The water is not gone; it has gone underground, and it will emerge somewhere else as a spring.

The practical consequence is that the same river can be worth fishing above a losing reach and pointless below it, and the transition is not marked on anything. Local knowledge here is mostly knowledge of where the water goes in and where it comes back out.

It also means a visitor cannot plan Texas rivers from rainfall. The relevant question is which side of the recharge zone a given stretch sits on, and that is a geological fact rather than a seasonal one. What that kind of knowledge is worth paying for is argued out in what a hired day actually buys.

The Devils River publishes a temperature and no flow

2,766 square miles at 1,489.70 feet, reading 29.2 °C, with no discharge figure returned.

The Devils is the remotest major river in Texas and one of the least disturbed, and its station near Juno returned a water temperature and nothing else on the evening in question.

Absent numbers have been informative all through this series, and this one is worth noting rather than explaining away. A visitor planning a Devils River trip cannot check the flow the way they could on the Frio, and should treat that gap as part of the character of the place.

At 29.2 degrees Celsius, which is 84.6 Fahrenheit, it was also warm. Elevation of nearly fifteen hundred feet buys less than people expect in west Texas, because the air above it is hotter and the country is open.

A second station below sea level

The Nueces at Bluntzer is recorded at minus 0.31 feet.

It drains 16,611 square miles, by far the largest catchment on this page, and was carrying 79.0 cubic feet per second at 32.2 degrees. Divide one by the other and you get roughly 0.005, a rate only a handful of readings in this whole series have matched.

A negative station elevation is the second this work has encountered, and it means the same thing here as it did on the Carolina coast: the station sits in coastal-plain country where the survey has referenced it below mean sea level, and the water there is influenced by more than what falls upstream.

Sixteen thousand square miles producing seventy-nine cubic feet per second is the south Texas summer in one ratio. That is not a river a visitor should plan a July week around, and knowing it before driving saves the drive.

The state counts 191,000 miles of river

And its access is substantially leased rather than owned.

Texas Parks and Wildlife puts the state's rivers and streams at 191,000 miles, which is more than any other figure in this series. It then describes how a visitor actually reaches them, and the answer is unusual.

The department states that it has signed temporary agreements with landowners to allow public fishing and boating access through private property, and that leased access sites are available on the Brazos, Colorado, Guadalupe, Neches and other rivers. Temporary is the operative word: those sites exist because somebody has agreed to them for now.

Alongside that sit more than seventy public paddling trails under a programme running since 1998, and a set of downloadable access maps for the Colorado, the Neches, the Sabine, the San Marcos and four separate stretches of the Llano. Access arrangements of this kind change, so check the current position for the site you intend to use before you travel.

The department publishes a page called "If A River Runs Through It, What Law Applies?"

Stream navigation law, criminal trespass and public access all sit under laws and safety.

That heading is doing real work. In Texas the question of who owns a streambed, and therefore whether wading a river is legal, turns on navigation law that predates the state's own regulations and has been argued about for a very long time.

The department lists the relevant material plainly: the navigation law itself, criminal trespass, public access and the river authorities. A visitor from a state with straightforward public access rules will find this the least familiar part of fishing here.

There is one clean exception worth knowing. The department states that you can fish without a licence from the shoreline of a state park or within the boundaries of a state park. That is a genuinely useful provision for a short trip and it removes both the licence and the access question at once.

A stocked trout fishery in a state this hot

The department publishes a Guadalupe River trout stocking access map.

Among the access resources sits a map specifically for Guadalupe River trout stocking, which tells you that Texas maintains a coldwater fishery on a river in the Hill Country.

It exists because of a dam. Water released from depth stays cold enough through the winter to hold stocked trout, and the season for it runs through the months when the rest of the state is at its most comfortable.

That is worth registering as a planning option rather than a curiosity: it is a winter fishery in a state most visitors think of as a summer destination, and it is on the opposite calendar to everything else on this page.

Two radars for two rivers under one office

Concan is watched from Laughlin; Kyle from New Braunfels.

The national forecast service places the Frio gauge at Concan in grid square 80 by 59, forecast zone TXZ203, referenced to Knippa, with KDFX as its nearest radar. The Blanco gauge near Kyle falls in grid 148 by 80, zone TXZ191, with KEWX.

Both belong to the Austin and San Antonio office, so the same forecasters cover the whole Hill Country, but the two rivers are watched by different radars a long way apart.

That matters here more than the office boundary does. Hill Country flooding is famously fast and famously local, driven by convective storms that a distant radar can miss, and the rivers rise quickly because the limestone sheds hard once it is saturated. Knowing which radar covers your valley is a safety point as much as a fishing one.

Nine hundred feet of Hill Country, and it cuts both ways

Concan sits at 1,203.54 feet and Kyle at 673.74.

Five hundred and thirty feet separates the two matched catchments, and in most states in this series that alone would explain a good deal. Here it explains almost nothing, because the higher river is the one with water in it for reasons that have nothing to do with height.

The Edwards limestone runs as a broad band across this country, and the elevation and the geology happen to run roughly together. That coincidence makes it easy to draw the wrong conclusion: a visitor who notices that the higher river is fuller and generalises the rule will be wrong the moment they find a high losing reach or a low spring.

Position relative to the recharge and discharge zones is the variable that actually predicts a Hill Country river, and it is not visible on a topographic map. That is why local knowledge here is worth more than a contour line, and why two rivers of identical size can differ by a factor of nineteen.

So what does a season mean in Texas?

Which side of the recharge zone, and whose land the bank belongs to.

The dated seasons exist and they are not the binding constraint. What decides whether a Texas river day works is whether that reach gains water from the aquifer or loses it, and whether there is a legal way to get to the bank.

Neither of those questions is seasonal. The first is geological and the second is a matter of navigation law and temporary agreements, and both are stable over years rather than months.

The seasonal part is narrower than in most states: how hot it is, and therefore whether you fish at dawn or not at all. At 32.2 degrees on the coastal plain and 28.4 in the Hill Country, late July is a dawn proposition almost everywhere.

Four rivers, four different Texases

A spring-fed limestone river, a losing reach, a desert canyon and a coastal-plain river below sea level.

Set the four side by side and they have almost nothing in common beyond the state line. The Frio is clear, cool by Texas standards and full. The Blanco is the same river type running nearly empty. The Devils drains 2,766 square miles of desert canyon at nearly fifteen hundred feet and publishes no flow at all. The Nueces drains 16,611 square miles and delivers less water than the Frio does from a fiftieth of the ground.

Their temperatures cluster more tightly than their flows: 28.4, 29.2 and 32.2 degrees Celsius, with the fourth unavailable. In a state this hot, temperature does not separate rivers usefully in July; water volume does.

That is the practical inversion a visitor needs. In most states in this series the first question is how cold the water is. Here the first question is whether there is any, and the second is whether you can legally reach it.

What people here do about a river that disappears

They fish the gaining reaches, and they know exactly where those start.

Somebody who fishes Hill Country rivers regularly is not choosing between rivers so much as between stretches. The Frio at 643 cubic feet per second and the Blanco at 33.5 are the same kind of river in the same kind of country, and the difference is which stretch you stand in.

They also treat access as the first constraint rather than the last. Leased sites, paddling trails and state parks are the reliable ways in, and each carries its own conditions.

And they fish early. In a state where the coolest river measured here was 28.4 degrees Celsius, the middle of a July day is not a serious proposition. The guide-vetting piece covers finding somebody who works one river system properly.

What visitors get wrong about Texas rivers

They plan by river name, and the name covers too much ground.

A Texas river can be a spring-fed swimming river in one county and a dry bed in the next, and the same name applies to both. Planning from a name rather than a reach is the most expensive mistake available.

The second is assuming public access. In much of the state the bank is private and the legal position on the streambed is genuinely complicated, which is why the department publishes a page asking what law applies.

The third is scale. Texas is 800 miles across and the four rivers on this page span a limestone plateau, a desert canyon and a coastal plain. Distances like that are the first thing to plan around with a family in the car; there is a piece devoted to that.

Building a week around a gaining reach

Pick a spring-fed stretch, confirm the access, and fish the mornings.

For a summer trip, the Hill Country spring-fed rivers are the answer and the rest of the state is a long drive. The Frio's yield of 1.65 is what that looks like in a number.

Settle the access before the fishing. A state park removes both the licence and the trespass question in one move; a leased site works but is temporary; anything else needs the navigation law read carefully.

Three checks before the drive

The yield ratio for your reach, the access status, and which radar covers the valley.

Yield first, and it takes ten seconds: published flow divided by published drainage area. On this page it separated a full river from an empty one with the catchment held constant.

Access second, because in Texas it is a legal question rather than an assumption, and the department publishes both the leased sites and the law.

Radar third, particularly in the Hill Country, where a storm two valleys away can put a river up faster than anywhere else in this series. The kit list assumes the reach is already chosen.

The three states this one hands water to and takes it from

Texas is downstream of two of its neighbours and upstream of the Gulf.

West, New Mexico sends the Rio Grande and the Pecos, and what those rivers have left when they arrive is set a long way upstream.

North, Oklahoma shares the Red River boundary and much of the same summer problem on the plains. East, Louisiana shows what the same coastal plain becomes when it has real water moving through it.

None of the season dates, bag limits, length limits, licence costs or leased-access terms are set out here. Those belong to the department. In Texas the binding constraints are geological and legal rather than seasonal.

The state park licence exemption is quoted as the department states it. Confirm the current position and the boundaries of any specific park before relying on it.

The Blanco appears without a temperature because its sensor last reported on 20 January 2011. The Devils River appears without a flow because none was returned. Both stations were otherwise reporting.

The gaining and losing explanation for the Frio and Blanco is an interpretation of two yield figures in the light of the region's geology. It is the standard account of how these rivers behave and it is not something either gauge measures directly.

The Edwards limestone happens to run roughly with the elevation, so the two look correlated. Position relative to the recharge and discharge zones is what actually predicts a Hill Country river, and it is not visible on a topographic map.

How does access work in Texas?
